Description
This report, which was written by Dr. Obiageli Agbu on behalf of the Commonwealth of Learning, "makes a case for open educational resources in Nigeria and presents a draft OER policy for higher education in Nigeria" (p. vii). The authors note that information and communications technology (ICT) connectivity is currently low (around 25% of the population has internet access) but growing rapidly. The authors also highlight "challenges of access to education, the increasing cost of education and the need to improve the quality of teaching and learning in Nigeria" (p. 19). The report suggests that OER could help address these issues, and highlights four higher education institutions in Nigeria that are using OER. Finally, the report describes the August 2017 creation of a National Steering Committee to lead OER policy development in Nigeria.
