In this article, the Commonwealth of Learning presents the findings of six regional consultations it hosted between December 2016 and May 2017; these findings consist primarily of specific recommendations for nine stakeholder categories to "mainstream OER" (p. vi). These groups, listed with example recommendations, are (1) intergovernmental organizations (e.g., strengthen regional cooperation to address shared goals), (2) governments (e.g., ensure ICT access), (3) educational institutions (e.g., recognize faculty contributions to OER in tenure and promotion evaluations), (4) quality assurance agencies improve the ability of QA professionals to understand the use of OER), (5) private sector (e.g., release educational materials for free online and sell hard copies for a profit), (6) civil society organizations (e.g., advocate for OER and encourage participation of new funders), (7) research agencies and consortia (e.g., communicate OER research in forms and styles that are widely accessible), (8) teachers and librarians (e.g., collaborate with peers to develop OER), and (9) learners (e.g., review existing OER and provide feedback).
