The University of Duisburg-Essen's digitisation strategy on p.7 aims to make learning materials accessible to a broader target group in compliance with copyright law by providing infrastructure:

"The university wants to use open educational resources to enrich its own teaching in accordance with copyright law and at the same time make its own teaching-learning content available to a broader target group in a low-threshold manner. In this way, educational resources can also be used outside of individual courses for subject orientation and competence development, new target groups can be developed and disciplinary networking between OER producers can be promoted. The UDE is focusing its efforts on implementing an OER provision facility with interfaces to existing e-learning tools."
