This report seeks to articulate the benefits of OER and identify conditions for successful creation and development within the Polish education system. The authors identify a series of obstacles to use of OER, including administrative overload and low digital literacy, and proceed to make recommendations for the OER community along four dimensions (economic, legal, infrastructural, and systemic).
