In this report, the Universiti Sains Islam Malaysia reports on the potential for OER adoption in Malaysia and recommends policy guidelines. The report finds that "Open education and OER in Malaysia have been in practice for some time now, though institutional policy on OER is limited." (p. 6). Furthermore, it finds that government expenditure on textbooks has increased by 60% between 2009 and 2015 and that 6% of education costs for students is associated with the purchase of textbooks. Additionally, the report concludes that although awareness of OER is low, "Students have adequate access to digital tools, such as mobile phones and laptops." (p. 6).
