The University of Fribourg's digitisation strategy mentions OER as a means of developing an open teaching and learning culture: "We create an open teaching/learning culture by issuing and using Open Educational Resources (OER) in undergraduate teaching and for informal (further/continued) learning and knowledge transfer into society. We strengthen our continuing education offer through digitally supported teaching, particularly in the form of micro degrees."
