The digitisation strategy of the TUHH from 2017 mentions OER as a means of opening up the university. On page 5 it says: "The third declared goal of the Hamburg University of Technology is its contribution to the development of the knowledge society. The focus here is on opening up the university; Open Educational Resources (OER) are becoming increasingly important. The Technical University of Hamburg is working here with two projects in particular: The Hamburg Open Online University (HOOU) and ContinuING@TUHH - research-oriented continuing education at the TUHH."
