A PhD Candidate at the Center for Open Education Research at the University of Oldenburg, my research focuses on the media usage behavior of students within a resource constrained higher education context he describes as “digitally challenged”.

I obtained my Master’s degrees in the fields of Adult Education and Educational Leadership and Management from the University of Ghana. Additionally, i have a Post Graduate Certificate in International Higher Education Academic Practice from Coventry University, UK.
I have gained extensive experience working within the Ghanaian higher education landscape as a distance learning facilitator, research team member and currently a Director of a Satelite campus of Ghana Communication Technology University.

Frank is a Fellow of Adanced HE, UK (Previously Higher Education Academy), the Country (Ghana) champion of OER World Map and an alumnus (2016) of the DIES/DAAD UNILEAD Training programme
