In the ZHAW's 10-year strategic plan, Open Educational Resources are addressed in various places:
- "Teachers share their teaching and learning materials: The ZHAW has created a culture of open sharing of teaching and learning content within the ZHAW and beyond. Lecturers use teaching and learning materials from internal and external education providers and make their own materials available to the community. Teachers use different channels of knowledge creation and transmission in a meaningful and integrative way." (Goal Picture 2029, p.2)
- "The ZHAW promotes and encourages the provision, use and joint development of teaching and learning materials as Open Educational Resources by staff involved in teaching, thereby creating a "culture of sharing"." (S.4)
- "Open Education is a social demand to make education freely accessible. Similar to how the Open Access movement has defined open access to scientific knowledge as a goal (Berlin Declaration), the principles of the Open Education movement are laid down (Cape Town Open Education Declaration). Open Educational Resources (OER) are different forms such as courses, course applications, course modules, but also text files, images, audio, video, simulations that are freely accessible on the internet. In the context of learning materials, software applications and standards are needed to support the development, use and reuse of learning content. This is defined, for example, with the help of Creative Commons licences. In addition to free educational access, OER also serve to further develop teaching and learning materials for different target groups and disciplines, as it is possible to gain insights into the teaching practices of others."
